Almost TCP Over UDP (ATOU)

ATOU is a UDP TCP-like transport that serves as a test-harness for 
experimenting with TCP-like controls at the application level.
ATOU grew out of our efforts to improve bulk transfers over high-speed,
high-latency networks.  The official web page for ATOU:

in transfers run with atou.

All software written for research purposes is in constant
flux and must come with the usual disclaimers.  What you are seeing is a 
snapshot in time as, most certainly, we are currently modifying it to  
try out new ideas.
